WHY ALLOW IT? . . DILG and PNP officers keep on giving excuses that the Small Town Lottery (STL) is being used by jueteng lords as a cover for jueteng collections.

So, why is it allowed to continue? 2 years ago, PCSO announced the revocation of STL licenses and the substitution of a Lotterya ng Bayan. Why was it not pushed thru?

It is also a matter of public knowledge that most STL franchisees are known jueteng lords as in Pampanga, Batangas, Laguna, Bataan, Bulacan, Nueva Ecija, Pangasinan and Ilocos Sur.

Why reward jueteng lords with STL franchisees making them concurrent jueteng and STL operators? Their collectors report only 20% for STL and keep the 80% for their jueteng operators.

Sen. Panfilo Lacson confirmed that STL operators are “dummies” of well known jueteng operators.

It is a clear case of one plus one equals two.
